Roof leaking reportable?

i have asked 2 licensed individual to fix my roof. 1st suggests to do quick fixing to cover the pipes on the roof that will make me pay $1,100. the 2nd went inside the attic and said the woods are burned and need to replace the structure and the shingles that will cost $13,000. and if not done, he will report us to the government and that we will not be allowed to stay in our house till problem is fixed. but howcome we ped the inspection befor buying the house 6 yrs ago if it's not liveable? do i really need to spend that much?
