No breakthrough point in my Novel?

In my novel and teen boy decides to fight against the horrible government. I am almost half way through the book and I dont know how he is going to do this. The only way is to become a cliche and have a dragon or magical powers or something. But i want him be different and be able to destroy this empire but again i dont know how . Anyway i am sort of rambling but does anyone have a good suggestion
