What is the significance of "have you ever danced with the devil by the pale moonlight?"?

So Joker and Batman say this in the movie and yes Bruce Wayne's parents were killed and all, but I can't seem to find if there is some significance to this statement, or deeper significance. Could anyone elaborate on it please? Is he implying that he is the devil since he is going to kill them or something?
