What should i packages in my car?

ok i always wanted a skyline r34 GTR but its illegal in the usa and i don't want to spend to much so can u tell me the closest car to a skyline i was thinking a evo 8 but am definitely getting a turbo and a blow off valve am not gonna race it or anything i just want to here the blow off when i come off the throttle and feel the boost when i step on the throttle and am going to 18 i hardly know anything about cars so can u help me out nothing to expensive please am looking to spend no more than 10000 on the car and no more than 10000 on upgrade
